I love colour and use different shades, including blue, all the time. I think that if applied correctly, it doesn't need to look dated.
And I too, use a brown or dark shaded pencil with different colours.

  • The liner: Opt for a dark gray or brown liner. Both are softer than your basic black but still provide enough contrast to be noticed.
  • The shadows: Tap on a glimmery blue-green shade like Bare Escentuals BareMinerals Eye Color ($13) in Faith or Pond or MAC Eye Shadow ($14.50) in Steamy over the liner and blend. Next, apply the shadow to the lid, being careful not to extend beyond the crease, which could overwhelm the look.
  • The lips: To keep the look muted yet pretty, add a pop of pink on the cheeks and lips. Try Bobbi Brown Pot Rouge For Lips And Cheeks ($22) in the appropriate shade for your skin tone.
