If you want Katy's exact look, follow up by applying a strip of fan-shaped false lashes, like Andrea Modlash Starter Kit in Black 33 ($6), and then follow over the lash line with a black felt-tip eyeliner pen, like Revlon ColorStay Liquid Eye Pen ($4).
• Apply a slightly shimmery slate eyeshadow, like Origins Eyeshadow in Sparkling Slate ($14), from your lash line to the crease.
• Use a white shadow, like CoverGirl Eye Enhancers in Snow Blossom 620 ($3), from the crease to your brow bone, and then into the inner corner of your eye.
